Claudine Penn Memphis’ First Black Police Officer

Captain Claudine PennCaptain Claudine Penn, became Memphis’ first Black female police officer when she was commissioned in 1968.

She became Memphis Police Department’s first Black female sergeant in 1973 and, in 1995, the first Black female to be promoted to the rank of captain. She passed on December 4, 2025 at the age of 90.
